Retail electricity providers must compete with each other to get your business. Their job is to buy power from the wholesale electricity market and resell it to you while, hopefully, smoothing out the price volatility that is often found in the wholesale electricity market.
When they sell you a long term electricity plan, they are guaranteeing a rate for you while taking on the risk of price volitivity within the wholesale market. The retail electricity provider is not the company that delivers your electricity, however.
Electricity in Texas is delivered to end users by Transmission Distribution Utilities (TDUs). TDUs maintain the powerlines for a specific area and are responsible for keeping the power up.
