What Factors Affect Texas Electricity Rates?

Texas's unique position as an energy-rich state contributes significantly to shaping its electricity rates landscape. Several factors influence the rates. Some of these include:

  • Seasonal Demand: Electricity prices can fluctuate based on seasonal demand, with higher consumption during summer months due to increased air conditioning usage.
  • Fuel Costs: The cost of natural gas and other fuels used for electricity generation directly impacts electricity rates.
  • Distribution Infrastructure: Transmission and Distribution Utilities (TDUs), such as Oncor or Centerpoint Energy, maintain the infrastructure that delivers power to homes; their fees also affect overall electricity costs.

The type of electricity plan that you choose also has a critical impact on your monthly electricity rates. In the next section, I will discuss the main types of electricity plans available and how they affect your bill.

The average residential electricity rate in Texas is around 11.7 cents per kWh, almost 10% cheaper than the national average due to a competitive energy market created by deregulation. 

Factors that affect Texas electricity rates include seasonal demand, fuel costs, and distribution infrastructure maintained by Transmission and Distribution Utilities (TDUs).

Types of Texas Electricity Plans

Fixed Rate Plans

The term fixed rate can be a bit misleading in the context of Texas electricity.

I have written a more detailed explanation of how fixed rate electricity plans work.

But the short version  is that “fixed rate” doesn’t necessarily  mean that you will pay the exact same electricity rate every month.  In fact, you probably won't.

The fine print of many electricity plans sold in Texas can mean that your average electricity rate can vary significantly from month to month.  This is true even if the plan is labeled as a fixed rate plan.

However, these types of plans are more stable than variable rate plans.  And if you choose the right plan it can give you more stability and predictability in your electric bill.

  • Pros: Price stability; protection from market fluctuations; easier budgeting.
  • Cons: May not benefit from lower rates if market prices drop; potential early termination fees if you switch providers before contract end date.

Variable Rate Plans

A variable rate may shift depending on elements like seasonal demand or wholesale energy costs. While these types of plans may offer more flexibility than fixed rate plans, they also come with increased risk due to unpredictable pricing changes that could lead to higher monthly bills during certain periods.

  • Pros: Potential savings when market prices are low; no long-term commitment required in most cases.
  • Cons: Unpredictable pricing; potential for higher bills during peak demand periods.

Are Fixed Rate Plans or Variable Rate Plans The Better Option?

In most cases, I do not recommend choosing a variable rate plan.  As I mentioned before, not all fixed rate plans are created equally.

But they are generally a better option than variable rate plans because they do offer better price stability.

Variable rate plans that are linked to wholesale electricity rates can change very quickly and dramatically if there is any kind of shock to the electric grid such as a spike in demand or a loss of production on the grid.

Renewable Energy Plans

It may surprise you to know that Texas is one of the largest producers of renewable energy in the world.

For environmentally conscious Texans, renewable energy plans offer a way to support clean and sustainable power sources such as wind or solar energy.

These plans typically come with either fixed or variable rates.  Like many other aspects of the Texas electricity market, even green energy plans are not exactly what they seem. The green energy plans sold to consumers earn their renewable energy label through the use of renewable energy certificates (RECs).  

Retail electricity providers (electric companies such as TXU, Reliant and Gexa) purchase RECs from renewable energy generators.

Each REC represents one megawatt-hour (MWh) of electricity generated from a renewable energy source, such as wind or solar power.

The electric provider might buy these RECs directly from the generator, or it might buy them on an open market.

The company then creates green energy plans based on these RECs. For example, it might offer a plan where 100% of the electricity is matched with RECs, meaning that for each MWh of electricity you and their other customers use, the company retires one REC.

This doesn't mean your electricity is coming directly from renewable sources.  It means your usage is matched with an equivalent amount of renewable energy added to the grid.

  • Pros: Supports green energy initiatives; indirectly reduces carbon footprint; supports renewable energy projects to diversify the electricity grid.
  • Cons: May have slightly higher rates compared to non-renewable options due to increased production costs associated with renewable energy technologies.

Are Renewable Energy Plans a Better Option?

It depends on your situation. I recommend comparing providers' contract lengths, prices per kWh, early termination fees and additional features or incentives to help you determine the Texas electricity plan that meets both your budget and environmental sustainability goals. 

By doing so, you can find a plan that aligns with both your budgetary constraints and personal values regarding environmental sustainability.  The pricing premium for renewable energy plans is much lower than it once was.  Today electricity rates for renewable plans are pretty much on par with those from traditional electricity plans.

Business Energy Plans

  • The average electricity rate for small businesses in Texas is 10.45¢ per kWh (February 2024).
  • The U.S. average for commercial electricity is 12.93¢ per kWh. 

Small business electricity rates in Texas vary from electricity company to electricity company. These rates also vary by electricity plan. Most business energy suppliers will offer variable or fixed-rate options, although electricity plans for businesses aren’t as standardized as plans for residential customers. 

Keep in mind that not all retail electricity providers will provide commercial electricity. So you’ll need to search for the ones that do. Business energy plans may also be needed for industrial properties, schools, government buildings and churches.

It puts the burden on you to become knowledgeable about how the market works. 

In this section, I will discuss REPs, regulations set by the Public Utility Commission of Texas (PUCT), as well as credit checks and early termination fees associated with switching providers.

Retail Electric Providers (REPs)

Retail electric providers are companies that sell electricity directly to consumers. They compete for your business by offering various energy plans, incentives, and customer service options. 

Some popular REPs in Texas include TXU Energy, GEXA Energy, and Express Energy.

To compare rates and find the best plan for you, I recommend that you use the price comparison tool available on this website. Before settling on a plan, review the plan’s Electricity Facts Label (EFL) which contains crucial information about pricing, contract terms, and renewable energy content.

Public Utility Commission of Texas (PUCT) Regulations

The PUCT is responsible for regulating utilities within the state of Texas, including setting rules on how REPs operate within its jurisdiction. The PUCT has established guidelines such as requiring all retail electric providers to be licensed before they can offer services or advertise their products in any way.

These guidelines ensure that customers receive accurate billing statements reflecting actual usage without hidden charges or misleading promotions while also requiring REPs to provide customers with a 14-day notice before any changes in their electricity rates or contract terms.

Credit Checks and Early Termination Fees

When looking to switch electricity suppliers, it is important to keep in mind that most require a credit check as part of the enrollment process. This helps them determine if they need to charge a deposit. If you have credit issues you will most likely be required to pay a deposit. Early termination fees (ETFs) are another crucial factor when considering changing your energy provider. ETFs apply when you end your contract before its term is over; these fees can range from $50 up to several hundred dollars depending on the plan and provider.

It’s also important to pay attention to contract length; longer contracts might lock you into lower rates but could also come with hefty early termination fees if you decide to switch providers before the contract ends.
