The levels are based on your anticipated average monthly electricity usage in kilowatt hours. They are intended to represent three different home sizes. They are:

Curiously, the city of West, Texas does not fall in the westernmost section of the state, but instead, more towards the eastern side. Last checked the population was close to 3,000 people, so this puts it as the 483rd largest city in the state. On the map, West falls within McLennan County, next to the cities of Ross, Abbott, Elm Mott, Axtell, Leroy, Gholson, and Waco. And as the historical sources state, the city was named after the first postmaster of the city, T.M. West, not the cardinal direction.
Some more details on the history of West, Texas include the following: the city started as a farming community. Once the MKT railroad was built and extended into the West area in about 1881, then the community started to grow: a general store, post office, and other buildings were made. The city was later incorporated in 1892.
In the present day, the economy of West is driven by Manufacturing, Construction, Wholesale, Finance, Healthcare, and Education types of jobs. The cost of living in the city is lower than average, as well as the unemployment rate. But last checked, the wages earned for the workforce were lower than the national norm.
